Kathaleen Wall Condemns Rep. Angelia Orr’s Vote Enabling Illegals and Refugees to Use TWIC Cards to Vote in Texas

CENTERVILLE, TX — Kathaleen Wall, Republican candidate for Texas House District 13, issued a sharp rebuke today against State Rep. Angelia Orr’s record on election integrity. She drew specific attention to a vote Orr cast in 2023 in favor of House Bill 1356, a measure that would permit the use of Transportation Worker Identification Credentials (TWIC) – including those held by asylum seekers, illegal aliens, and refugees – as valid identification to vote in Texas elections.

“This vote undermines the very foundation of election integrity in our state,” Wall said. “Allowing non-citizens to use a federal transportation credential as voter ID opens the door to abuse and is a direct contradiction of what Texans Expect from their elected leaders.”

While Orr supported HB 1356 during the 88th regular session, President Donald Trump’s Executive Order of March 25, 2025, made it explicitly clear that election systems must be safeguarded against exploitation by non-citizens. Trump’s order emphasized citizen-only participation in elections and sought to fortify voter ID requirements to prevent fraud.

By contrast, Rep. Orr’s vote mirrors the philosophy behind former President Joe Biden’s Executive Order 14019, signed on March 7, 2021. That order encouraged expanded voter access – even to groups outside the bounds of legal voting eligibility – and pushed federal agencies to promote voter registration in ways many believe blur the lines of legality.

“Kat Wall has a proven record of standing for election integrity,” said Charlie Johnston, her campaign spokesman. “Rep. Orr’s vote betrays conservative principles and reflects the priorities of Biden and the left, not Texas Republicans.”

Wall’s commitment to clean elections is long-standing. Her involvement began in Harris County, where she helped expose corruption at Democrat-run polling locations. That experience led her to serve on the State Republican Executive Committee (SREC), where she chaired the Election Integrity Committee and advocated for legislative reforms aligned with the Texas GOP platform.

Even after her service on SREC, Wall has continued to invest personally in election integrity training efforts across Texas, ensuring that grassroots volunteers and election workers are equipped to protect the vote.

“I believe it should be easy to vote but hard to cheat,” Wall said. “Rep. Orr’s support for HB 1356 flies in the face of that principle. We need lawmakers in Austin who will defend our elections, not compromise them.”
